Hey, we’re fully committed, and Rove is clearly the most qualified civil reconstruction engineer we have on hand. Why question it?

Boobies, I’m sure, will help make the worker bees forget they’re not getting prevailing wages. That is, if they bother to come back, and build. (Funny how the market works both ways.)
