		<description>This development will prove to be a &quot;one shot cannon&quot;. USAR and NG strength will suffer as the impacts of this policy earn compound interest.  There are already impacts to the USAR and NG from soldiers being away from jobs and business longer than anticipated. 
I would not be surprised if (and when) we get to the AARs of this action that we will  find it necesary to restructure the force yet again on a ration closer to 50:50 Active Component to Reserve Component. The advantages of this in both training and discipline are becoming more evident as time passes.</description>
